Proposed New University Policy – Health Information Access Policy
Notice of New University Policy Creation
University of Arizona
Notice of Proposed Policy:
HEALTH INFORMATION ACCESS POLICY
Pursuant to the University Policy-Making Policy, the following action is proposed:
NOTICE OF NEW HEALTH INFORMATION ACCESS POLICY
SUMMARY: The purpose of this new Health Information Access Policy is to document and establish how the University facilitates the access, exchange, and use of Electronic Health Information (EHI).
New federal law (Information Blocking Rule - 45 CFR Part 171) requires that access to electronic health information be made available when legally and practically permitted. This policy will aid the departments that create such data to comply with the new requirements and lessen the risk of enforcement or complaints. Denying access to health information now creates a federal compliance risk that is similar to HIPAA and GDPR compliance requirements. This policy will also improve patient and student access to health data when requested.
A copy of the new policy is available on the University Policies website at policy.arizona.edu.
Members of the University community are invited to submit written comments.
All comments must be received by close of business on Monday, May 29, 2023.
Please note: Policy feedback is available to the Policy Office, Policy Sponsor, and elected shared governance representatives, upon request, for policies impacting the populations they represent.
