Annual Reminder to Complete Disclosure of Vendor/Individual Interests for State of Arizona Conflict of Interest Requirements

The purpose of the State of Arizona Conflict of Interest statutes is to remove or limit the possibility or appearance of personal influence that might bear upon a University employee’s decision in his or her capacity as a public employee. Accordingly, the Arizona Revised Statute (A.R.S. 38-501 et seq.) requires an employee who has, or whose relative has a substantial interest in any organization that may wish to engage the Arizona Board of Regents (Board), or that the Board may wish to engage in any contract, sale, purchase, or service to disclose said interest in the official records of the Board. Such disclosures for University employees and their relatives are submitted through the Procurement and Contracting Services (PACS) office for review and conflict determination.

If such an interest exists, the employee shall refrain from participating in the decision, discussion, contract, sale, service, or purchase in any manner. 

Conflicts of interest can arise naturally from an individual's engagement with the world outside the University, and the mere existence of a conflict of interest does not necessarily imply wrongdoing on anyone's part. When conflicts of interest do arise, however, they must be recognized, disclosed and either eliminated or properly managed.

Please note that completion of the PACS conflict of interest disclosure does not take the place of any additional disclosure requirements to comply with other Federal, State or University conflict of interest requirements.
