Change in National Science Foundation Conflict of Interest Requirements

Conflict of Interest Office

Subject: Change in National Science Foundation Conflict of Interest Requirements

Date: December 19, 2013

On February 28, 2014, new conflict of interest (COI) regulations for NSF will take effect (http://www.nsf.gov/pubs/policydocs/pappguide/nsf14001/gpg_sigchanges.jsp).

The revised regulations require ALL Investigators to complete COI requirements prior to proposal submission.

A large number of federal agencies, including the Department of Defense (DOD), National Aeronautics and Space Administration (NASA), and the U.S. Department of Agriculture (USDA) apply NSF terms and conditions to their funding, thus requiring the same certifications at the proposal stage.

Because of this change in NSF regulations and its application across federal agencies the University of Arizona will require completion of COI requirements prior to proposal submission on ALL proposals for federal and sub-federal funding.

This means that prior to the submission of any federal or sub-federal funding proposal, Principal Investigators, Co-Investigators, Senior/Key Personnel and all other individuals who will be working on the project that meet the definition of Investigator must complete the required disclosure and training.  A full definition of Investigator can be found at: http://orcr.arizona.edu/coi/uapol/investigator#investigator.

The Conflict of Interest Office will be hosting several trainings across campus, beginning in January 2014.  We will be announcing dates, times and locations shortly.  If you wish to request training specifically for your office/department, please complete our training request form, which can be found at: http://www.orcr.arizona.edu/coi/training.

Additionally, the Conflict of Interest Office currently has office hours available to assist you in completing the COI requirements, or to answer any questions you have.
